For the best performance from your devices, including the most power-efficient communication between them, Apple recommends keeping both Bluetooth and Wi-Fi permanently enabled on your iPhone.

Yes. You can use just wifi in some situations but it isn't recommended and you'd be constantly turning it off and on all the time.
It is recommended, but not necessary for Bluetooth to be permanently enabled on the paired iPhone.
When a Bluetooth connection is not available, Apple Watch can, as a fallback, connect to the paired iPhone via a compatible, known Wi-Fi network as a fallback.
However, turning off Bluetooth on your iPhone would increase the battery drain on your watch.

I suspect 'just using wifi is not recommended' and 'using bluetooth is recommended' are pretty much the same thing to most people.

I agree. In addition to expanding on my previous reply, I hoped only to clarify that the answer to "do I have to put on Bluetooth all the time?" is not "yes" (originally your full reply, which Bradley will have received via email).
